📖 Introduction

📜 Scene: The Compilation of the Quran

Medina, 12 AH, during the caliphate of Abu Bakr...

Omar — may Allah be pleased with him — came to Abu Bakr with concern:

"O Abu Bakr, many Quran reciters were martyred at Yamama. I fear if deaths continue, much of the Quran will be lost!"

Abu Bakr was surprised:

"How can I do something the Messenger of Allah ﷺ did not do?"

Omar persisted until Allah opened his heart.

Abu Bakr said:

"By Allah, this is a good thing."

He summoned Zayd ibn Thabit and ordered him to compile the Quran...

🎯 This is Maslaha Mursala — acting for the general benefit even without a specific text!


📜 Scene: Omar and the Registers

Omar ibn al-Khattab — may Allah be pleased with him — established the Diwan (registry) for distributing wealth.

One of the Companions said:

"The Messenger of Allah ﷺ didn't do this!"

Omar replied:

"It is a good thing! The Prophet ﷺ didn't do it because there wasn't much wealth. Today, the wealth of Persia and Rome is in our hands!"

A king wanted to fast two continuous months as expiation instead of freeing a slave.

The scholars rejected this: Because he can afford to free a slave, so fasting is not his option!

📜 Story: The Mu'allafa and the Changed Situation

During the Prophet's ﷺ time...

A portion of zakat was given to the Mu'allafat Qulubuhum — those whose hearts were to be reconciled to Islam.

After the Prophet's ﷺ death, during Abu Bakr's caliphate...

Some of them came asking for their share.

Omar suggested to Abu Bakr:

"Islam has become strong, we no longer need to win their hearts with money!"

They agreed not to give them from this category.

"Sharia is entirely justice, mercy, benefit, and wisdom. Every issue that deviates from justice to injustice, from mercy to cruelty, from benefit to harm, from wisdom to frivolity, is not from Sharia even if interpreted into it."
